Bug in Layer Editor Window, etc

Hey there,

I hope I'm not bringing up an issue previously solved elsewhere, but I didn't see anything on the forums like this. Anyways, I am getting a rapidly flickering glitch in my layer editor pop-up, and it also shows up in almost every other pop-up such as the layer operator properties, brush preview, brush pixel editor, about, etc. Anyone else having this problem or know how to solve it? I'm new to this, just downloaded the program.

there is not real solution for this kind of problem ..
