Would be nice to fix the Color Wheel Window (of Solid Color) on the screen
in either the toolbar or as a freely positioned floater to easily change.

Sounds like a good idea, I totally agree that it would speed things up a lot, we'll definitely think about it.
In the meantime, be sure to make the most of the eyedropper (alt while painting) and the color history that appears above the currently selected color.
